Its uniqueness has been recognized by the Council of Europe which granted three out of four the most significant awards: the European Diploma, the Flag of Honour and the Plaque of Honour. The prizes awarded by the Council of Europe are an important instrument for strengthening mutual bonds between all European citizens and support the promotion of the European thought. In this regard the city shows great commitment in promoting European thought and shows initiative for the integration of European cities.


Rybnik is an open and friendly city, so it is easy to establish valuable partnerships with European cities. It has close relationships with citys in France, Germany, Northern Ireland, Ukraine, Lithuania, Czech Republic, Greece and Hungary. The oldest partnership agreement was signed in 1961 with the French city of Saint Vallier. It was also the first agreement in Poland concluded with the city outside the Iron Curtain. Nowadays Rybnik not only benefits from the experience of their foreign partners, but also gives advice on the efficient revival and development of the city. Rybnik actively participates in European projects by promoting collective cultural heritage of the Old Continent. The city also achieved great success in raising funds from the European Union. According to nationwide rankings Rybnik was at the forefront of the most effective cities as far as the European funds for project implementation are concerned.
